Er is dan ook een zekere overeenkomst tussen beide bibliotheken: waar de Fagels een bibliotheek hadden opgebouwd ter ondersteuning van het werk op de griffie, was de KB in de beginjaren uitsluitend toegankelijk voor volksvertegenwoordigers.
